haha, yes it does look that way. You should only need to install the glibc  
locales as your normal user. I did initially as root but then had to repeat  
it for my normal user account. In fact, I believe each unique user on the  
machine needs to install the glibc locales. So once the hello package under  
root installs check that it was successful by checking the list of installed  
packages with:

guix package 'I
Then you close that root terminal and use guix with your normal user account.
