Indeed. If the protocol is unencrypted, the ISP sees everything; if it is
encrypted, it cannot see the content but still sees the meta-data, which is a
lot of information too. Using a VPN makes the ISP only see encrypted traffic
to it. With Tor, even a powerful attacker will have trouble to know what you
do on the Internet.
