I also need to find out a proper format for the matrix for easy visualization and review. Perhaps a simple spreadsheet in LibreOffice will do for import/export to CSV which a script can handle further. If you have any better idea let me know.
I didn't know what license to choose for this so I simply picked "The Unlicense" as it sounded most permissive.
