No package is named "qt5-webengine" in Trisquel's repository.  Neither in  
Debian's, apparently:

The closest I found (maybe the same):  
https://packages.debian.org/libqt5webengine5

Both Trisquel and Debian have "libqt5webkit5".

KDevelop 4.6 can be installed on Trisquel 7 (I do not know for Trisquel 8):  
all dependencies can be installed, apparently.

The answer to your last question is "yes".
