Apt being able to download a package or not does not have to be with the  
kernel, nor with orca. They just don't influence each other that way.

Anyway, I took the time to replicate your problem I couldn't in my machine  
but happened in a chrooted environment. Also, I answered your issue. You can  
actually check it changing add for remove:  
https://trisquel.info/en/issues/11234. Probably change it to closed if it's  
not a problem anymore.
