The reason for this is to avoid exploits with javascript like Heap Spray.I know that evince doesn't have javascript enabled but gnome developers want to add this feature in future.
Okular have partial javascript support. I have no idea about other free pdf viewers. Anybody knows a good pdf viewer that has no javascript enabled?
