Never mind, I just upgraded to Abrowser 64 and see that there is no longer a privacy tab, both for the default profile and for my custom profiles.
It appears that the privacy section of the default tab was removed by this commit. https://devel.trisquel.info/trisquel/package-helpers/commit/32ed8d202337eb3b3c521881c2ba479f8971c9ef#9f13cb5393b991b370cfd1f56b24632c832e1a42 I'm not sure why.
