If so, then you are probably just missing whatever provides window decorations. If not (and I suspect not, since you can't even bring windows to the foreground), then you might not have a window manager running at all. I think that Plasma's window manager is called Kwin. What happens if you open a terminal and run $ kwin or $ kwin --replace ?
