The OnlyOffice desktop editors are licensed under GNU AGPL v3, and will run
completely offline. To check, recently I installed a fresh installation on a
brand new system, and turned off networking prior to opening OnlyOffice for
the first time. It ran fine and edited a document with no problems. It does
not appear to me that it needs to be online or phone home in order to work.
The OnlyOffice mobile app has a freeware license according to Wikipedia. I
have not been able to find a copy of the license, but I'm assuming it's
probably incompatible with GPL . This mobile app did not work for me - it
either did not open documents, or it did not allow for editing. I recommend
the Collabora Office app instead, if you can find a copy of the .apk. It is a
version of LibreOffice, so should have the correct license, and it actually
works in my experience.
