In the "Layouts" tab of the "Keyboard Preferences", accessible from MATE's  
Control Center, you can change tweak the keyboard layout after clicking on  
the "Options..." button.  Under "Ctrl key position", "Swap Ctrl and Caps  
Lock" can be checked.
