Hello Pete,
As I see it the Non-E formula is a balancing of To Know and To Be Known because it also emphasizes finding out what is needed and wanted. Getting on every comm line is also a to know and to be known interchange. And what about the terminals who do not wish to be known or the ones who do not wish to know? In order to get on their comm lines one would have to be flexible enough in one's own preferred postulate(s).
