Ok. But we do have a problem matching the persons' two ids automatically. I guess what you are saying is - the wrong billing might happen during a small time window. If this is the only concern, we must live with that. We will place the responsibility on the privileged persons to establish their privilege. When they come in and say their status has changed we will pull in the latest privileged list and update the existing patient records. If they forget to do so, they have to go through normal billing. I don't feel there is a way out. If you have any concerns please let me know. I will have a rethink too. Thanks for your advice.
