org.apache.turbine.tdk.util.migrator (and keep it in the TDK repository).

Do something about org.apache.turbine.util.Fileutils (What's it for?)

move SequencedHashTable & StingStackBuffer to Commons->collections

Find somewhere for commom Turbine App classes like
DateSelector.java
TimeSelector.java
Selectorbox.java
perhaps a new subproject? (org.apache.turbine.windmill ?)
10.
Be a little more critical about what util classes that ends up in
org.apache.turbine.util in the future.
