I've opened an issue about this problem ( http://issues.apache.org/scarab/issues/id/FULS12 ). I've also created a patch that is attached to the issue.
I've tested on my system and it works (for example with Italian accented characters). Is there someone willing to test it further and then commit it? I'll give as much collaboration as possible to solve this issue.
