Just a suggestion, but how about working to stabilize and cleanup the
core first and leave the security for later. Maybe what you're proposing
is easy, I only have a cursory understanding of JCS, but it looks to me
like there is some more fundamental work to do so that we can push JCS
up to a top-level project.
