I was using JCS under weblogic with no real problems. I have since
migrated to resin so I don't have any details.

No, all the jars in the repository definately do not need to go into
WEB-INF/lib, only those listed as dependencies in the JCS project.xml.
Also, some of those are optional depending on the auxiliaries you are
using (this is a guessing game until all the aux cache are split into
seperate projects, but it is an easy game. Like, you don't need JISP
unless you use the JISP auxiliary.
