Well, I bootstrapped yesterday and my dist now stops. I get a message about dist skipped because the distid property is not set.
run your build with -verbose and see what message you get.

What version of maven are you using?
I'm bootstraping the CVS almost daily...
What is necessary on project.xml for maven:dist to work?
