Hmm. Thats an interesting proposal. I have only used jnlp via webstart. 
Webstart is designed for swing clients to auto download updates. The 
applications are launched via webstart, and webstart looks at a 
descriptor to figure out what is needed to start the application.

Now that I think about it about more. The jnlp descriptors are pretty 
much targeted at "launching" applications. (JNLP stands for Java Network 
Luanching Protocol). I would have dig into the spec to see if it would 
be appropriate to use to populate a repro. Also, for the version aspect 
of jnlp, you need a special jnlp servelet to handle the versioning. My 
guess, is that jnlp would more complexity than its worth.
