Maven will get the files from the location(s) you tell it get them from.
It just wants them in a know format.

Why force the layout? So that each user's machine is the same so when it
comes to debugging there isn't N different setups that might be
contributing to the problem. When there is a complete set of tools for
manipulating the repository and you just ask for things by id and
version do you really care that much about the layout?

I've had this discussion with Martin and I started a set of interfaces
to explore having a user configurable local repository but it's not
fully fleshed out and I'm not sure it really worth the effort yet.
