Looks like its trying to use cvs over ssh even though you specified :pserver:...
Why not set up your ssh keys on sourceforge and export CVS_RSH=ssh
(hopefully you use passphrases so youll need to setup your agent as well and add the 
keys, but then if you do youll already know this :-D)
and change the connection element to be 
scm:cvs:ext:[EMAIL PROTECTED]:/cvsroot/junitpp:junitpp
