It seems that the attribute definition
type="jars" or type="distributions" in <deploy:artifacts> controls the
deployment dir. But why the attibute was not reset in the second goal? 

does anyone has ideas?

What I defined in my maven.xml

<goal name="release">
  <attainGoal name="jar:deploy"/>
  <attainGoal name="dist:deploy"/>
</goal>

If you attain only one goal, jars are going to be deployed to
{distributionSite}/dist/${pom.id}/jars/
gz file will be deployed to {distributionSite}/dist/${pom.id}/distributions.

But now, both jar and gz file were deployed to the same directory, jars/ or
distributions/ according to the order of the two goals.

Did anyone experience this before?
