Maven uses the werkz goal liberay from Bob McWhirter which was
integreated to Jelly:

Each goal-tag have a prereqs attributes wich is similar to ant:target's 
dependend. I actually don't know weather it allows one or more preGoals.

You have the option to write preGoal's and postGoals, which offer's you
a nice way maipulate standard goals in your maven.xml.

As far as I understood you could change the property in 
maven.repo.local in driver.properties. 

It's also possible to change the remote property but I guess
I will need an webserver to make the jar's avaialbe, because

Hopefully there is. ;-)

I guess someone needs to hack the already existing solareeclipse plugin
and add jelly support.
An editor for the project descriptor could realized using the provided
xsd and an extended soloareeclipse plugin.
Someone how knows how the console work should help integrateting
it in Eclipse IDE.

Turn maven.repo.remote.enabled to false and see. I dont' now.

Don't know, but I guess you can steel the navigation.xml file form the
jakarta-turbine-maven cvs module. ;-)
