Ok. It'll take me a bit to pull it all together. Right now I have these buried in our internal plugin. I'll workup a patch against this morning's maven 'test' plugin mainline and send it to you privately so that you can do a sanity check on me :-) I'll include the iutest goals in there since they will be reusing the <testing:*> tags. It may be better to break those out into a separate plugin but is it cool for one plugin to use tags defined in another? If not, then where would we put the <testing:*> tag definitions?

I would patch the test plugin to allow the tags to be reused and create a new iutest plugin specifically for iutests with defaults to src/iutest.
This way to the users they'll have a iutest plugin and a test plugin.

I don't have a problem having one plugin use another, any other opinions?

That doesn't seem to work.

The tags I've defined in my hacked version of test/plugin.jelly do not seem to be available in my newly-created iutest/plugin.jelly.
