The Ant task <available> should be available in Jelly :-)
If its any help, in the latest Jelly snapshot there's also a
<util:available> tag which behaves like the <j:if> tag so you can do things
like testing for a file
<util:available file="${maven.war.webxml}">
...
</util:available>
or testing for a relative URI or full URL file using
<util:available uri="foo.xml">
...
</util:available>
<util:available uri="file://blah/whatever/foo.xml">
...
</util:available>
