SCM repository is use only for generate changelog report and activity log report. Reports are generated only if repository part is not empty in your project.xml.
Changelog and activitylog plugins support cvs, starteam and svn. We envisage to create a new jakarta project for connect to all scm asap. It isn't necessary that you have a compatible scm to run maven.
