Having thought about it... I think that timestamp files might be necessary
(in most cases.)

I looked at the java plugin - it would be fairly easy to add, by using the
ant <uptodate> task.

      </uptodate>

                 <rest of plugin code here/>

The jar task obviously could use the jar as the "targetfile"


Just not sure there isnt an easier way....
