Don't know how it relates to your Maven plugin (as I'm Maven ignorant, and my only post for help was ignored), but I submitted a <jaxb> Ant task in Ant's Bugzilla that does better dependency checking that the Ant task of the 1.0 beta JAXB release. Maybe something you can use !?!?
