With whichever plugin it was I remember clearly that a simple "�" (read É) in the developers list made some of the thing fail on XML parsing because it looks like a derived XML page did not include the appropriate encoding declaration hence the XML parser declared the second byte of the UTF-8 encoding of � as bug. I had no other choice as to convert this "E". It was about two months ago.

May I suggest the following:
-> either all tools that manipulate XML files are aware of the XML header and use it (this has to include Velocity for example)
-> or we switch >everything< to UTF-8 which may be a problem for some editors (in particular emacs 20) but not the modern ones

Maybe somethings were fixed since then, I should dig to reproduce it. I still believe, though, that it is a shame to process an XML file with such a thing as Velocity when Jelly is around, a real real shame!
