I don't understand how to apply this patch. I updated the plugin.jelly
as per the instructions...

unless="maven.fo.navigation.available"/>
yet I get the same error message.

The navigation.xml is where its supposed to be in xdocs. Any help is
appreciated.

That looks to be the same problem as this one:

It supposed to have been patched. NB your failure will come from the
missing 'navigation.xml' as well.
