I found the problem. I had a CATALINA_HOME variable defined in my
environment, pointing at another Tomcat 4 directory.

Is the 404 generated by tomcat?
Can you browse to http://localhost:8080/testapp and any of its
folders?
Does it make any difference if you substitute your machine name
for localhost?
Don't think it should make any difference for the start page if 
mysql is not going but is mysql started? Can you access the turbine
tables from a mysql client?
