Not exactly, put I didn't think it mattered for PullTools as long as
your reference is correct in the TR.props file.  I actually have mine in
WIN-INF/src/java/org/myapp/main/utils directory.  And the Pull tools
work, but are being reset.   For a test I disabled them and the system
still resets and throws the exception.

Are you using pull tools, and are they in the
right place?

tdk/webapps/myapp/WEB-INF/src/java/org/mycompany/myapp/tools

I'm just guessing at this point.
