I replicated the problem with Javamail code only (no Turbine code). Including JavaMail 1.3 and activation 1.0.2 in my lib directory solved the problem. I was mistaken with the Tomcat versions. My production server is an earlier version-- Tomcat 4.0.4. (it's hard to update the production system). Although activation.jar is included with this version of Tomcat, I hypothesize that there is either a version conflict or that the webapp couldn't access it for some reason. This would explain why a SimpleEmail would work but a MultiPartEmail (which needs the activation Jar to handle the MIME parts) wouldn't. Anyway, it works now.
