Ok,

            I fixed the intake.xml making it's doctype to point to
http://jakarta.apache.org/turbine/dtd/intake.dtd and fixed
turbine-security.xml that the doctype was poiting to
"file://turbine-security.dtd", and I think it shouldn't be that way... I
installed latest tomcat (before i was using 5.0.16) and everything works
fine...
