my experience with the commons-validator was a positive one.  it was definately a good 
choice for the layer it's used in.  i believe we're using 1.0.2 version of the 
commons-validator.  

one of the things that i most liked about using commons-validator is that you can 
create your own rules for handling validation.  this makes it extremely easy to 
extend.  if there is a requirement that a date field must be in the past, it is easy 
to create a validation method to handle that.  if there is a requirement that one 
field depends on the value of another field (if obj.fieldA=="THIS", then obj.fieldB is 
required, etc)  again, it's simple to  create validators to handle those situations.  

i also liked using the xdoclet validationxml task since it has you put your 
validations right on the source code making those validations evident and fairly 
readable right in your javadocs.

the commons-validator also makes it very easy to create junit tests for your 
validations. someplace in the application (ejb in my case), the validation needs to be 
checked and handled, but the validation rules and their application can be unit 
tested.
