It can work with 2.3 but it takes a bit of work (the production application it is based on uses 2.3).
The hibernate bits certainly do - you could simply use them in a 2.3 project. The fulcrum security should work - but I have not tried it. The bit that does not is the review service - which uses a 2.4 feature - the pipeline. If you email Peter Couroux (he often posts on this list) - he has an adaptor for 2.3.

If you want to see a sample application using this see http://zebra.tigris.org/ the sample application there called antelope is designed to be a template project using Hibernate, Turbine and a few other bits.
I have seen this application, but it uses a development version of Turbine 2.4. I want to use a finished release version. Can antelope work with 2.3?
