A search of the message archives show that this exact problem was reported by someone in December 2003 and apparently that poster's problem got solved by replacing the commons-logging.jar file (version 1.0.2) with version 1.0.3. (Reference to message below). In my case I am using commons-logging-1.0.3.jar already.
