I've got a feeling that Norton internet security strips strips the referrer out as a "security" measure.

It is encouraged "as a convenience to the back end" but not a required attribute of a request. We were bitten by this at tribe.net as I was relying on referer being there all the time which isn't true for all browsers. It turns out that we had a case of IE6 on Windows XP (or something like that) where the referer was not in fact being passed in.
