TDK install problems

I have downloaded and installed TDK: 
http://jakarta.apache.org/turbine/tdk/tdk-howto.html

But when I use ant to build, it makes this error:
file:C:/tdk/build.xml:187: Directory C:\        dk\webapps\newapp creation 
was n
ot successful for an unknown reason

Hope you can help me
