This is a bug fix hardcoded encoding at ISO-8859-1. It is fixed in the 
upcoming 2.3.2 release (I was bitten by it, too ;-) ). In 2.3.2 this if
configurable and in your case, you might want to set it to UTF-8.

If you are currently developing with 2.3.1, I'd like to ask you to use
the 2.3.2 release candidate that I plan to release tomorrow.
