#677: quickstart creates wrong setup.py

Suppose I create a new Project Foo with Packagename Bar. This creates an
incorrect setup.py
The reason is that setup.py_tmpl reads
{{{
execfile(os.path.join("${project}", "release.py"))
}}}
This should be ${package} instead
