I just found another piece of information:
There are two files:
* RuleDispatch-0.5a0.dev-!r2115.tar.gz:
This file contains the source code
* RuleDispatch-0.5a0.dev_r2115-py2.4-macosx-10.4-ppc.egg:
This file contains the binary
It seems that only the first of these two files is downloaded ... since
the binary file is in the second, it is never found ...
(And I found the answer to question 1 ...)
