yes your right
the [ http://docs.python.org/lib/node346.html StreamHandler ] class
doesn't takes in a file.
although I'll suggest deleting line
http://trac.turbogears.org/turbogears/browser/trunk/turbogears/qstemplates/quickstart
/sample-prod.cfg_tmpl?rev=1368#L51
as a better fix.
