#1187: start-projectname.py fails to look for autoreload.package in prod.cfg

If you delete dev.cfg and edit prod.cfg to include the line
autoreload.package="projectname"
the start-projectname.py script fails out with the following error:
"TurboGears requires autoreload.package to be set. It can be an empty
value, which will use CherryPy's default behavior which is to check
every module. Setting an actual package makes the check much faster."
Reproducible: Yes
Severity: Critical this will cause the inability to deploy
