#2185: Admin controller doesn't work out of the box

1. Create beta5 quickstart project without authorization.
2. Comment out SecureController (see
http://trac.turbogears.org/ticket/2184 )
3. Try accessing http://localhost:8080/admin
You get 404 instead of the admin controller
Setting high, but not highest priority since it is about first time use,
but admin is not exactly what user tries immediately.
