#2320: TG2 Genshi only outputs XHTML1

There doesn't seem to be any way to configure TG2 to output HTML4, only
XHTML1 transitional.
Pylons' render_genshi has a method argument that defaults to xhtml, but
making that configurable doesn't seem to make any difference.
