#2367: Document i18n procedures for Genshi templates

Since r5799 translatable strings from Genshi templates are collected by
``"tg-admin i18n collect" as well and translated by the Genshi renderer,
if you set ``i18n.run_template_filter = True`` in the configuration
(r5714).
The [http://docs.turbogears.org/1.0/Internationalization i18n
documentation] only talks about Kid though. This needs to expanded to
include information about Genshi and explain what works and what no (i.e.
currently no translation of strings in explicit gettext calls).
