I can confirm this issue. When I set

toscawidgets.on = True
tg.include_widgets = ['turbogears.mochikit', 'tw.jquery.jquery_js']
}}}
then only !MochiKit will be injected, but not jQuery.
I have commited a simple fix in r6987.
