#2450: TG 2.1 tests failing with recent WebOb version

About a dozen unit tests are failing for me in the TG 2.1 trunk when I
have newer versions of !WebOb installed, i.e. 0.9.7, 0.9.7.1 or the
current development version. The error messages are different depending on
the !WebOb version. The latest working version for me is !WebOb 0.9.6.1.
We should look into that some more.
