BTW, I'd still recommend to set the "accept-charset" to "utf-8" in the
FORM element of the login page, so we don't assume the user agent will re-
use the charset used for the web page... Which is not what they are
supposed to do.
Other user agents may respect this, even if they are not the widely used
ones.
