They don't need to be if you just forget that this configuration parameter
exists and put the link at the template itself.

Also don't forget that widgets include CSS and JavaScript themselves and they
need that to work.

Being that an optional feature, I don't see much problem with that.  But I'm
just one of the users here so other might agree with you.
